OF-781: Fix ConcurrentModificationException in kickPresence

Pass the ClusterClassLoader to the hazelcast instance.

Per earlier XSS fix, groupName was being URL-encoded twice; updated to
use local variable that has already been properly encoded.

Fixing more JavaDoc errors in order to make it build with Java 8's DocLint eventually (JavaDoc for Openfire's core builds now with DocLint)

Apply encryption status to sensitive properties during setup where
applicable.
