Fix the `layout` declaration for Markdown documents that are not `kind:
article`. Declare the governance to use the "default" layout, not the
"docs" one. This is the minimal change to support the governance
document. The layout choice needs a refactoring, but how to do that
needs more thought.

Clarify in storage FAQ item that it's about Prom 1.x

I've renamed my GitHub account, and even though the old URL redirects properly, they recommend updating all links regardless.

Document that tmpl_secret is not for putting secrets in files.

Also clean up wording of Prometheus admin flags.

Also link to the best practices.

We support the SignalFx metric proxy as Prometheus Remote Storage.

Added a draft of a "first steps" guide. Very rough, could be expanded or
contracted and very open to feedback. I added the scaffolding for guides
as an example of how they might work but not attached to their menu
placement, nav icon, etc, etc.

A faster and easier-to-use kafka exporter

Add Cortex & CrateDB as additioanl remote storage integrations.
