Detect offline messages that fail to parse; write to error log before
discarding as undeliverable. This will unblock the offline message queue

Through overlay / customization, it should be possible to add/adjust

i18n files can now be modified by files in <overlay>/i18n/. Files are merged,

This commit removes support for the (poorly implemented) overlay.properties file.

Openfire now requires Java 7, not Java 5.

Problems are inevatible when a resource is opened, passed around
and closed by a different method. This can improved upon easily.

With this classpath I can open and build the openfire project without
error messages, which should be a start for further work.
