pveproxy: set method to tlsv1 - required for IE

IE does not work without setting this. Seems TLSv1_1 and TLSv1_2
requires Net::SSLeay >= 1.55 (see AnyEvent::TLS). So this should
work when we upgrade to Debian 'jessie'.
